You set your terminal to put out 640x480 at 60 hz.
You plug the box into the X terminal, you can still plug your 
VGA monitor into the box.  Then you plug the TV into this box.
(It has TV outputs for baseband video <RCA jack> and S-VHS connectors.)
The screen looks so-so.
